Abstract

The paper brings an overview of the institutional framework in the field of cultural heritage policy in Croatia and looks into various meanings of culture, as well as merging of culture with public policy. The purpose of this research was to gain insight into the current Croatian model of safeguarding of the immovable cultural heritage and to point out the fact that heritage is a broader concept than what is formally offered by the legal status of institutional inventory, while the preservation is much more demanding task compared to the existing capacity of the institutional protection system. The concept of cultural heritage is constantly evolving and this ambiguity of the concept also reflects in the field of law, especially the part of international law that deals with the protection and preservation of cultural property. The central part of the paper features an analysis of decision-making and the implementation of cultural heritage protection policy and the important role of the Ministry of Culture and the Croatian Conservation Institute, focusing on renovation and restoration of Croatian castles. This study aims to contribute to the discussion of the revitalization of immovable cultural heritage, as an interdisciplinary and complex issue where experts from diverse fields should collaborate.

Članak donosi pregled institucionalnog okvira na području politike kulturne baštine u Hrvatskoj te istražuje različita značenja kulture, kao i spajanje kulture s javnom politikom. Svrha ovog istraživanja bila je steći uvid u trenutni hrvatski model zaštite nepokretne kulturne baštine i ukazati na činjenicu da je baština širi pojam od onoga što formalno nudi pravni status institucionalnog inventara, dok je očuvanje puno zahtjevniji zadatak u odnosu na postojeći kapacitet institucionalnog sustava zaštite. Koncept kulturne baštine neprestano se razvija i ta se dvosmislenost koncepta odražava i na području prava, posebno dijela međunarodnog prava koji se bavi zaštitom i očuvanjem kulturnih dobara. U središnjem dijelu rada nalazi se analiza provedbe politike zaštite kulturne baštine te važna uloga Ministarstva kulture i Hrvatskog restauratorskog zavoda, usredotočujući se na obnovu hrvatskih dvoraca. Cilj ove studije je doprinijeti raspravi o revitalizaciji nepokretne kulturne baštine, kao interdisciplinarnom i složenom pitanju na kojem bi trebali surađivati stručnjaci iz različitih područja.
