Abstract

Dvodomna zakonodavna tijela dio su institucionalnog uređenja u sedamdeset devet država. Bikameralizam predstavlja jednu od najsnažnijih institucionalnih protuteža izvršnoj vlasti. Zbog svoje specifičnosti zanimljivi su za politologe, stoga se postavlja pitanje zašto su rijetko predmetom istraživanja. Rad nastoji popuniti istraživačku prazninu proučavanjem institucionalnih uređenja sedamnaest izbornih demokracija, koje imaju dvodomna zakonodavna tijela. Prvi dio rada donosi pregled povijesnog razvoja bikameralizma. Drugi dio rada prikazuje suvremeni bikameralizam i detaljno prikazuje četiri idealtipska primjera gornjih domova – Ujedinjenog Kraljevstva, Sjedinjenih Američkih Država, Francuske i Poljske. Treći dio donosi osnovne značajke ostalih gornjih domova koji su predmet istraživanja. U četvrtom dijelu rada provodi se komparacija sedamnaest gornjih domova kako bi se dao odgovor na istraživačko pitanje koliko se šire ovlasti gornjih domova sukladno s demokratičnošću njihova izbora.

Abstract (english)

Bicameralism is part of the institutional arrangement in seventy-nine countries. It is considered one of the most important balances to the executive government. Because of its specifics, bicameralism is interesting for political scientists, so the question is why it is not a subject of research more often. This paper tries to fill the research gap by analyzing institutional arrangements in seventeen electoral democracies with bicameral parliaments. The first part of the paper analyzes the historic development of bicameralism. The second part of the paper analyzes contemporary bicameralism and four ideal types of upper chambers in the United Kingdom, United States of America, France, and Poland. The third part analyzes basic features of other upper chambers that are part of this research. The fourth part compares features of seventeen upper chambers to find an answer to our research question – how the powers of upper chambers expand with the democratization of their election.
