Abstract

Ovaj rad nastoji odgovoriti na pitanje postoji li povezanost između postojanja jakih sindikata i protestnoga djelovanja u postkomunističkim europskim državama u razdoblju poslije nastupanja ekonomske krize i recesije 2008. godine, odnosno koliko su sindikati aktivni u mobilizaciji društva kada se radi o suprotstavljanju politikama vlasti i/ili poslodavaca. Razdoblje nakon pada komunističkih režima 1989. godine bilo je iznimno turbulentno za cijelu regiju čije države prolaze istodobno proces demokratske tranzicije u političkom sustavu te promjene u ekonomskim sustavima. U razdoblju nakon prijelaza iz komunističkog u demokratski sustav dolazi do pada broja prosvjeda povezanih s etničkim i nacionalističkim problemima, a povećava se broj onih protiv ekonomskih rezova. Sami se sindikati nakon tranzicije suočavaju s opadanjem broja članova i smanjivanje utjecaja u društvu. Općenito se smatra da su sindikati u postkomunističkim sustavima pretežito pasivni akteri, no neki autori pozivaju na prispitivanje ovakve generalizacije zbog razlika koje empirijska istraživanja pokazuju u mobilizaciji radnika nakon demokratizacije. Rezultati provedenog istraživanja pokazuju kako ne postoji nužno povezanost između postojanja jakih sindikata i protestnoga djelovanja u postkomunističkim europskim državama u razdoblju poslije nastupanja ekonomske krize i recesije 2008. godine pa tako neke države unatoč tome što postotak pokrivenosti kolektivnim ugovorima i članstvo u njihovim sindikatima nisu visoki i dalje imaju značajan broj ekonomski povezanih prosvjeda, kao i onih organiziranih od strane samih sindikata. Iz ove se analize također čini da sindikati u promatranim državama imaju slabe kapacitete mobilizacije društva kada se radi o suprotstavljanju politikama vlasti i/ili poslodavaca. Međutim, situaciju ne treba generalizirati za sve promatrane slučajeve jer su se istraživanjem iskristalizirale različite dinamike koje utječu na položaj sindikata u pojedinim promatranim državama.

Abstract (english)

This paper aims to answer the question of wether there is a link between the existance of strong workers unions and the protest actions in post-communist European countries in the period after the appearance of economic crisis and recession in 2008., that is, how active are the workers unions in the mobilisation of the society when it comes to standing up to the policies of the government and/or employers. The period after the fall of communist regimes in 1989 was extremely turbulent for the whole region in which the countries simultaneously went through the democratic transition and the changes in the economic systems. In the period after the transition from the communist to the economic system, there was a drop in the number of protests related to ethnic and nationalist issues, and an increase in the number of those against economic cuts. The unions themselves faced a drop in membership and the reducing of the social impact after the transition. It is generally considered that the unions in the post-communist systems are mostly passive actors, however, some authors call for reassessment of that generalization due to differences in worker mobilization after the democratization shown by empirical research. The results of the conducted research show that there is not necessarily a link between the existance of strong unions and protest actions in post-communist European countries in the period after the appearance of economic crisis and recession in 2008, therefore there are some countries that have a significant number of economy-related protests, as well as those organized by unions themselves, even though the percentage of collective bargaining coverage and density are not high. The analysis also shows that the unions in the observed countries have weak society mobilization capacities when it comes to opposing government and/or employer policies. However, the situation should not be viewed as general when thinking about all the observed cases because the research brought to light different dynamics which affect the unions position in some of the observed countries.
