Abstract

Autorica razmatra zastupljenost žena u predstavničkim tijelima na lokalnoj razini, na slučaju Bjelovarsko-bilogorske županije. Kreće od postavke da su žene i dalje podzastupljeni spol u predstavničkim tijelima te provjerava koliko se i pod kojim utjecajima mijenjala njihova zastupljenost na razini županijske skupštine, vijeća gradova i općina. Nakon osvrta na prve lokalne izbore, donosi analizu izbora od 2005. do 2017. godine te uočava efekte zakonodavnih okvira, prvenstveno Zakona o ravnopravnosti spolova iz 2008. godine, kojim se propisuje da na kandidacijskim listama za izbore treba biti najmanje 40 % podzastupljenog spola. Težište empirijskog dijela su intervjui s 15 žena izabranih u predstavnička tijela koje govore o tome što utječe na političku zastupljenost žena, o motivaciji za aktiviranje i preprekama u političkom angažmanu. Zaključuje se da na angažman žena najviše utječe težnja za promjenama, prvenstveno u cilju boljitka lokalne sredine.

Abstract (english)

The author considers the representation of women in representative bodies at the local level, in the case of Bjelovar-Bilogora County. She starts with the assumption that women continue to be under-represented in representative bodies and checks how much and under what influences their involvement at the county assembly level and councils of cities and municipalities of the observed county changed. After reviewing the first local elections, it provides an analysis of the elections from 2005 to 2017 and notes the effects of legislative frameworks, notably the Gender Equality Act of 2008, which stipulates that at least 40% of the underrepresented gender should be on the candidate lists. The empirical part focuses on interviews with 15 female elected representatives, which discuss what affects women's political representation, motivation to activate them and obstacles to political engagement. It is concluded that women's engagement is most influenced by the drive for change, primarily in order to improve the local environment.
