Abstract

Postsovjetski prostor je zanimljiv zbog formiranja raznih oblika dominantnih ili hegemonijskih oblika stranaka nakon raspada Sovjetskog Saveza. U tom institucionalno konfuznom razdoblju pojavile su se stranke koje svoju snagu i moć crpe iz izvršne vlasti te o njoj ovise. Ta pojava može se okarakterizirati kao fenomen stranaka vlasti koje su formirane od strane izvršne vlasti kako bi se ostvarila kontrola u parlamentu i stranačkom sustavu. Osnovna svrha diplomskog rada je prikazati kojim se legalnim i ilegalnim sredstvima izvršna vlast koristi kako bi se ostvarila dominacija stranaka vlasti u parlamentu. U radu će se analizirati dvije stranke vlasti, Jedinstvena Rusija u Rusiji i Nur Otan u Kazahstanu. U izradi diplomskog rada koristit će se metoda analize tekstova i dostupnih podataka kako bi se dokazala glavna svrha rada. Istraživanje je pokazalo snažnu povezanost između izvršne vlasti i stranke vlasti. Nadalje, pokazalo je kako izvršna vlasti koristi legalna i ilegalna sredstva kako bi pomogla stranci vlasti u ostvarivanju dominacije u parlamentu. Zatim, opstanak stranke vlasti ovisi o podršci izvršne vlasti. I naposljetku, stranka vlasti pomaže izvršnoj vlasti u provedbi politike uz premoć u parlamentu.

Abstract (english)

The post-soviet region is interesting because of the various forms of hegemonic and dominant political parties that formed after the resolution of the Soviet Union. This confusing period formed political parties with strong relations to the government and the fact is that they depend on the executive branch. The resulting phenomenon can be called a party of power because it is formed by the executive branch so that they could be dominant within the parliament and the party system. The main purpose of this scientific paper is to present legal and illegal methods that the executive branch uses to fulfill the dominant position of the party of power in the parliament. This paper will analyze two parties of power: a Russian party by the name of United Russia and a Kazakhstani party named Nur Otan. The method used in this paper is analyzing relevant scientific works and available data in order to prove the main purpose of the thesis. Research has shown a strong connection between the government and the party of power. In addition, it is presented how the government uses various legal and illegal methods to fulfill the domination of the party of power in the parliament. The survival of the party of power depends upon the will of the government. In the end, the party of power helps the government with the implementation of policy with the dominant status in the parliament.
