Abstract

U ovom radu riječ je o gospodarenju komunalnim otpadom u okviru Europske Unije. Rad se bavi statističkom analizom podataka o uspješnosti gospodarenja komunalnim otpadom zemalja članica. Rad promatra približavanje javnih politika gospodarenja komunalnim otpadom prema sustavu cirkularne ekonomije s ciljem uspostave održivih javnih politika u području zaštite okoliša. Proučava se utjecaj komponenti ekonomske razvijenosti, društvene razvijenosti, percepcije korupcije te rashoda koji se izdvajaju za zaštitu okoliša na uspješnost u gospodarenju komunalnim otpadom kroz podatke o udjelu recikliranog otpada. Korišteni uzorak obuhvaća zemlje članice Europske Unije te vremenski period od 2000. do 2018. godine. Cilj istraživanja je odgovoriti na pitanje zašto su neke članice Europske Unije uspješnije od drugih u gospodarenju komunalnim otpadom s obzirom na postojanje zajedničkih nadnacionalnih okvira prema kojima bi države članice trebale usklađivati nacionalne javne politike u području gospodarenja komunalnim otpadom.

Abstract (english)

This paper deals with municipal waste management within the European Union. It deals with the statistical analysis of data on the success of municipal waste management in the member states. The paper observes the approximation of public policies for municipal waste management to the system of circular economy with the aim of establishing sustainable public policies in the field of environmental protection. The impact of the components of economic development, social development, perception of corruption, and expenditures allocated for environmental protection on the success of municipal waste management through data on the share of recycled waste is studied. The sample used covers the member states of the European Union and the period from 2000 to 2018. The aim of the research is to answer the question of why some members of the European Union are more successful than others in municipal waste management given the existence of a common transnational framework according to which the Member States should coordinate national policies in the field of municipal waste management.
