Abstract

Republici Hrvatskoj je iskustvo korištenja europskih fondova koje je stečeno u pretpristupnom razdoblju trebalo poslužiti kao dobra priprema za korištenje strukturnih fondova Europske Unije koji su trebali poboljšati gospodarski i društveni razvoj zemlje u cjelini.
Analizom iskorištenosti sredstava u pretpristupnom razdoblju i programskom razdoblju 2007 – 2013, kao i usporedbom indeksa ekonomske razvijenosti sa regijama u okruženju utvrđeno je da sama apsorbocija EU fondova kroz projekte koji nisu dobro osmišljeni neće osigurati sinergiju i zamašnjak gospodarskog rasta i društvenog razvoja. Pristup planiranju razvoja mora biti integriran na način da uključi relevantne aktere kako bi učinak korištenja europskih fondova u konačnici bio što bolji za razvoj gospodarstva i društva u cjelini.
Ovaj rad će analizirati absorbciju europskih fondova Republike Hrvatske te rezultate iskorištavanja istih, jer očigledno postoji korelacija između niskog gospodarskog rasta i slabih institucionalnih pretpostavki za rast čije poboljšanje bi pojačalo efekt iskorištavanja EU fondova i utjecalo na stopu gospodarskog rasta.

Abstract (english)

The experience gained in the pre-accession period for Republic of Croatia should have contributed as a preparation for absorption of Structural EU Funds which should have had an impact to Economic and Social development as a whole.
With the analysis of the absorption rate in the pre-accession period and the 2007 – 2013 Programming period and in comparison of the Economic development Index of Croatia with the surrounding Regions, it is shown that the absorption rate by itself through the Projects that are not well designed will not be an assurance and driving force for Economic and Social development. The right approach towards planning must be integrated in involving all the stakeholders in a way that the effect of EU funds consumption could improve overall Economic and Social development.
This paper will analize the absorption rate of EU funds of Republic of Croatia and the results of their consumption, since there is a clear correlation between low economic growth rate and poor institutional preconditions influencing growth, whose improvement would built up the effect of EU funds utilization and the economic growth rate.
