Abstract

Španjolska predstavlja jednu od etnički i politički najsloženijih država na europskom kontinentu na čijem teritoriju živi velik broj naroda koji imaju različite poglede na vlastiti identitet te neki, kao Baski, više naglašavaju svoju „različitost“ te izražavaju snažnije separatističke težnje ili u najmanju ruku zahtijevaju znatno veću razinu autonomije. Povijesni razvoj etničkih odnosa u Španjolskoj doveo je do situacije da ona danas nije federalna država te stavlja velik naglasak na nedjeljivost vlastitog teritorija dok je s druge strane izrazito decentralizirana federacija autonomnih zajednica koje imaju različite razine autonomije te različite odnose sa središnjim vlastima što može uzrokovati nove sukobe. U središtu ovog rada je odnos središnjih španjolskih vlasti prema Autonomnoj zajednici Baskiji koja predstavlja ključan slučaj unutar Španjolske jer se baskijski identitet izrazito razlikuje od ostatka Španjolske što je dovelo do snažnijih separatističkih zahtijeva u Baskiji nego u preostalim autonomnim zajednicama. Cilj ovog rada je prikazati odnose središnjih vlasti prema Baskiji od pojave baskijskog nacionalizma sve do danas te prikazati koje politike reguliranja etničkih sukoba su provođene od strane španjolskih vlasti te detaljno analizirati kakve učinke su imale navedene politike na političku, ekonomsku, sigurnosnu, kulturnu i demografsku situaciju u Baskiji. Na temelju provedene analize učinaka politika reguliranja etničkih sukoba u Baskiji odgovorit će se na pitanje zašto Baskija nije ostvarila vlastitu neovisnost iako uživa znatnu razinu kulturne i fiskalne autonomije kao i vlastite političke institucije poput vlade, parlamenta, policije te sve simboličke elemente državnosti kao što su himna i zastava. Ključne razloge neuspjeha ostvarivanja baskijske neovisnosti moguće je pronaći u povijesnim odnosima baskijskih pokrajina, neujedinjenosti baskijskog nacionalizma, nedostatku međunarodne potpore, snažnom naglasku Španjolske na ujedinjenosti i nedjeljivosti vlastitog teritorija te relativnom uspjehu demokratske tranzicije s posebnim naglaskom na uspjeh baskijske fiskalne i kulturne autonomije.

Abstract (english)

Spain represents one of the most ethnically and politically complex countries on the European continent. Spain is a host to a great number of peoples with different views of their own identity and some of them are, like the Basques, emphasizing their dissimilarity from the rest of the Spain and expressing stronger separatist aspirations or at least demanding much greater level of autonomy. The historical development of ethnic relations in Spain has led to the situation that today Spain is not a federal state and places great emphasis on the indivisibility of its own territory, but at the same time, it is a highly decentralized federation of autonomous communities with different levels of autonomy. At the heart of this thesis is the attitude of the Spanish central authorities towards the Basque Country which represents the key case within Spain as the Basque identity differs markedly from the rest of Spain. The aim of this thesis is to present which modes of ethnic conflict regulation have been implemented by the Spanish authorities in response to the emergence of Basque nationalism and to analyze in detail the effects these policies had on political, economic, security, cultural and demographic situation in the Basque Country. The main objective of this thesis is to answer why the Basque Country hasn't achieved its independence despite enjoying a significant level of cultural and fiscal autonomy as well as its own political institutions such as government, parliament, police and all symbolic elements of statehood like the anthem and the flag. The key reasons for the failure of achieving independent Basque state can be found in the historical relations of the Basque provinces as well as in the disunity of Basque nationalism. Furthermore, the lack of international support, Spain's strong emphasis on the unity and indivisibility of its own territory and the relative success of democratic transition in Spain also played an important role in the failure of achieving Basque independence.
