Abstract

Ovaj rad istražuje reformu policije u Republici Hrvatskoj u kontekstu procesa pristupanja i ulaska Republike Hrvatske u Europsku uniju. Ovim radom se ispituje kako su reforme provedene i u kojoj su mjeri usvojeni novi modeli policijskog rada. Analizom sadržaja ključnih dokumenata analizirana je normativna reforma zakonodavstva i promjene koje su uslijedile u hrvatskom policijskom sustavu povodom zatvaranja pristupnih pregovora s Europskom unijom. Na temelju analize četiri ključna elementa reforme policije – demokratizacije, depolitizacije, profesionalizacije te borbe protiv korupcije i organiziranog kriminala evaluirana je praktična implementacija reformi. Glavni nalazi istraživanja potvrđuju početnu tezu da je Hrvatska radi ulaska u Europsku uniju znatno reformirala policiju na normativnoj razini, međutim kada je riječ o implementaciji, reforme nisu provedene u cijelosti. Ovim istraživanjem se ustanovilo kako pristupanje Europskoj uniji nije znatno utjecalo na promjene u konceptu, organizaciji i upravljanju hrvatskom policijom. Hrvatska policija se u velikoj mjeri i dalje zasniva na tradicionalnom modelu policijskog rada, dok su community policing model i ILP model parcijalno implementirani i prisutni samo u određenim segmentima policijskog rada.

Abstract (english)

This paper examines the police reform in the Republic of Croatia in the context of its accession to the European Union. This paper presents how reforms have been implemented and the extent to which new models of policing have been adopted. The content analysis of key documents examines the normative reform of legislation and the changes that followed in the Croatian police system during and after accession negotiations with the European Union. Based on the analysis of four key elements of police reform - democratization, depoliticization, professionalization and the fight against corruption and organized crime, this paper also evaluates the practical implementation of reforms. The main findings of the research confirm the initial thesis that Croatia in order to join the European Union has significantly reformed the police at the normative level, however, when it comes to implementation, reforms have not been fully implemented. This research showed that the European Union accession proccess did not significantly affect changes in the concept, organization and management of Croatian police. The Croatian police is still largely based on the traditional model of policing, while the community policing model and the ILP model are partially implemented and present only in certain segments of police work.
