Abstract

Suvremena tehnologija i Internet sastavni su dijelovi mnogih ljudskih aktivnosti, ali gotovo da uopće nisu povezani s činom glasanja na demokratskim izborima. Elektroničko je glasanje, odnosno glasanje s vlastitog uređaja putem Interneta bez nadzora službene osobe, još uvijek velika nepoznanica. Tražeći uzrok ovoj zanimljivosti u tehnološki sve naprednijem svijetu, ovaj je rad usredotočen na povijesni razvoj i sadašnje stanje implementacije elektroničkog glasanja u zemljama članicama Europske unije. Pregledom postojeće literature utvrđeno je da je Estonija jedina članica EU koja je uspješno implementirala elektroničko glasanje te ga redovito koristi na svim nacionalnim izborima, dok je nekoliko drugih članica, koje su eksperimentalno testirale elektroničko glasanje proteklih godina, od implementacije odustalo. U radu je prikazan i pregled dokumenata EU, koji su pokazali da Unija podržava implementaciju elektroničkog glasanja na svom teritoriju, ali nema instrumenata kojima može prisiliti zemlje članice na djelovanje bez njihove volje. Konačno, uslijed mnogih značajnih prepreka koje sprječavaju masovnu implementaciju elektroničkog glasanja, od kojih su najveće one sigurnosne, pregledom literature pokazalo se da elektroničko glasanje nema svijetlu budućnost u zemljama članicama EU i da je u skoroj budućnosti malo vjerojatno da će ijedna druga država slijediti estonski primjer.

Abstract (english)

Modern technology and the Internet are an integral part of many human activities, but they are rarely tied to the act of voting in an election. Electronic voting, or voting from one's own electronic device via the Internet without supervision, is still an unknown quantity. In search for a cause of this surprising fact in a technologically advanced world, this paper is focused on the historical development and the current status of the implementation of electronic voting among the current member states of the European Union. Literature review has shown that Estonia is the only EU member which successfully implemented electronic voting in all national elections, while a small number of other members states which tested electronic voting gave up on its implementation. The paper also contains an overview of EU documents regarding electronic voting, which have shown that EU supports the implementation of electronic voting, but it simply does not have the means to force it upon its member states against their will. Finally, due to many significant obstacles, the biggest of which are questions of security, which stand in the way of mass implementation of electronic voting, the literature review has shown that electronic voting does not have a bright future among the EU member states, and that Estonia will, very likely, remain the sole EU member which implements electronic voting in the near future.
