Abstract

Klimatske promjene trenutno su najveća globalna prijetnja. Nema kutka na kugli zemaljskoj gdje one nemaju izravan ili neizravan utjecaj. Posljedice klimatskih promjena sve se više osjete. Upravo te posljedice imaju moć promijeniti geopolitički kartu svijeta kakvu poznajemo. Također, imaju snažan utjecaj na gospodarstvo, nacionalnu stabilnost i sigurnost, migracije, održivi razvoj, proizvodnju hrane... Najvažniji globalni akteri u klimatskoj diplomaciji su SAD, EU i Kina (ujedno i najveći zagađivači). Zbog različitih klimatskih interesa i ciljeva, države se svrstavaju u međunarodna savezništva i suparništva. Zadnjih nekoliko desetaka godina, sve je više globalnih summita, konferencija i sporazuma koji se bave ovom problematikom. Vjerojatno najpoznatiji sporazum takve vrste je Pariški sporazum o klimatskim promjenama. Mnogi međunarodni akteri polažu velike nade u njegovu implementaciju, no zbog neefikasnog mehanizma poštivanja odredbi samog sporazuma, vrlo je upitno koliko će on imati utjecaja. Problem predstavlja i to što je SAD kao ključan akter izašao iz sporazuma i ničim ga se ne obvezuje poštivati. Ako se hitno ne promijeni svijest država, ali i pojedinaca oko ovog problema, u narednom periodu očekuje nas povećana mogućnost nasilnih sukoba i ratova kojima će se bitno promijeniti geopolitička slika svijeta i odnosi između glavnih aktera.

Abstract (english)

Climate change is currently the biggest global threat. There is no corner of the globe where they do not have direct or indirect impact. The effects of climate change are increasingly being felt. These consequences have the power to change the geopolitical map of the world as we know it. They also have a strong impact on the economy, national stability and security, migration, sustainable development, food production ... The most important global actors in climate diplomacy are the United States, the EU and China (also the biggest polluters). Due to different climatic interests and goals, countries are classified as international alliances and rivalries. In the last few decades, there have been more and more global summits, conferences and agreements dealing with this issue. Probably the most famous agreement of its kind is the Paris Agreement on Climate Change. Many international actors have high hopes for its implementation, but due to the inefficient mechanism of compliance with the provisions of the agreement itself, it is very questionable how much impact it will have in the future. Another problem is that the United States, as a key player, has withdrawn from the agreement and does not undertake to respect it in any way. If the consciousness of states and individuals about this problem does not change urgently, in the coming period we will have an increased possibility of violent conflicts and wars that will significantly change the geopolitical picture of the world and relations between the main actors.
