Abstract

Cilj ovog rada je dokazati tezu da je Savezna Republika Njemačka odigrala važnu ulogu u priznanju nezavisnosti Republike Hrvatske i procesu ulaska Hrvatske u Europsku uniju, što je bilo uvjetovano generalnom vanjskom politikom Njemačke prema regiji Zapadnog Balkana. Kroz rad se dokazuje Njemačka dugoročna politika prema regiji Zapadnog Balkana koja je stermila stabilizaciji kroz proces europskog i euroatlantskog integriranja novostvorenih država.
Teze rada se dokazuju kroz prikaz track one (službene) i track two (neslužbene) diplomacije u bilateralnim odnosima Hrvatske i Njemačke. Poglavlje koje se bavi track one diplomacijom daje prikaz službenih političkih odnosa Hrvatske i Njemačke u razdoblju hrvatske borbe za međunarodno priznanje pa do Hrvatskog ulaska u Europsku uniju. Kroz track two diplomaciju objašnjava se uloga pojedinca u dva data perioda, njemačkog ministra vanjskih poslova Hans Dietrich Genschera (1974-1992) i njemačke euro parlamentarke Doris Pack (1989-2014). Također, prikazana je i uloga nevladine kulturne udruge Goethe Instituta.
Do zaključka i potvrde teza u radu dolazi se induktivnom teorijom, analizom već postojećih činjenica i informacija. Informacije su prikupljene iz stručne literature, ugovora, brošura, pretraživanja interneta te informativnih razgovora s relevantnim osobama. Rad je deskriptivan i analizira činjenice koje su stavljene unutar novog konteksta.
Specifičnost ovog rada je kontekst u kojem se promatra njemačka uloga u hrvatskoj borbi za međunarodno priznanje. Kontekst njemačkog djelovanja je njemačka šira vanjska politika prema Zapadnom Balkanu i njemačka vanjskopolitička strategija u novom svjetskom poretku. Nadalje, suvremeni hrvatsko – njemački odnosi prikazani su kao dio njemačke sfere interesa i kontinuirane politike stabilizacije prema Zapadnom Balkanu. U tom pogledu Hrvatska je percipirana od Njemačke kao zemlja model i poticaj na euro integraciju kroz koju bi se ostvarila stabilizacija cijele regije. Konačan zaključak je da je Hrvatska klasična mala država kojoj je nametnuta vanjska politika regionalne kooperacije za ostvarenje vanjskopolitičkih ciljeva veće države, Njemačke. Zauzvrat Hrvatska crpi političku, ekonomsku i kulturnu korist unutar prijateljskih diplomatskih odnosa.

Abstract (english)

The main goal of this paper is to prove the thesis that Federal Republic of Germany played important role in recognition of Croatian independency and in accession to the European union, which was conditioned with general German foreign policy towards Western Balkan. Through the paper it is proven that German long-term politics towards Western Balkan was striving for stabilization through European and Euro-Atlantic Integration of new countries.
Paper thesis is proven through the track one (official) and track two (unofficial) diplomacy in bilateral relations between Croatia and Germany. Chapter with track one diplomacy gives the view of official political relations between Croatia and Germany in period of Croatian struggle for independency until Croatian accession in European union. Through track two diplomacy the role of individual’s, German minister of foreign affairs Hans Dietrich Genscher (1974-1992) and German member of European Parliament Doris Pack (1989-2014) is explained in two given time-periods. The role of nongovernmental cultural association, Goethe Institute, is also shown in the mentioned chapter.
Paper thesis is proven with inductive theory and analysis of existing fact and information. Information are collected from technical literature, official documents, brochures, internet searching and informative talks with relevant people. Paper is descriptive and analyses facts that are now put within new context.
Specialty of this paper is the context within which the German role is observed in Croatian international recognition struggle. Context of German actions is German wider foreign policy towards Western Balkan and German strategy for foreign policy in new world order. Furthermore, contemporary Croatian–German relations are shown as a part of German sphere of interest and continuing politics towards Western Balkan. In that respect, Croatia is perceived as model country and incentive for Euro-Integration, through which the stabilizations of entire region would occur. Final conclusion is that Croatia is a classical small state that has had imposed foreign policy in form of regional cooperation and reaching foreign policy goals of bigger state, Germany. In turn, Croatia has political, economic and cultural benefits from friendly diplomatic relations with Germany.
