Abstract

Cilj diplomskog rada „Djelotvornost zajedničke vanjske i sigurnosne politike EU u slučaju posredovanja u Dijalogu Beograda i Prištine“ je doprinijeti boljem razumijevanju tijeka dijaloga te izazova s kojima se akteri procesa susreću, a nastoji odgovoriti na sljedeća istraživačka pitanja: Koji su rezultati Dijaloga Beograda i Prištine u kojem posreduje EU? Koji čimbenici utječu na djelotvornost posredovanja EU u tom procesu? Unatoč tome što predstavnici zapadne međunarodne zajednice često izražavaju optimizam u, rješenje postojećeg sukoba ne čini se izglednim u skorom razdoblju. Međutim, upitno je u kojoj je to mjeri odgovornost EU i pitanje njezine djelotvornosti kao posrednika, a koji drugi čimbenici presudno utječu na trenutno stanje dijaloga i njegov budući ishod. EU bi zacijelo mogla biti učinkovitija i usredotočenija na proces dijaloga što bi posljedično polučilo bolje rezultate u pojedinim aspektima samog procesa. Međutim, bez odlučnosti i spremnosti suprotstavljenih stana u dijalogu da razriješe postojeći sukob i normaliziraju međusobne odnose, kao i njihove spremnosti na značajne kompromise, završetak dijaloga nije izgledna mogućnost bez obzira tko u njemu posreduje. Neovisno o nepovoljnim izgledima skorog razrješenja sukoba Kosova i Srbije, EU treba nastaviti s posredovanjem u dijalogu i ustrajati u traženju postupnog napredovanja u procesu normalizacije odnosa. Iako se to trenutno čini besmislenim, uloženi napor ne bi bio uzaludan. Nastavak dijaloga imao bi svrhu pripreme suprotstavljenih strana, odnosno kosovske i srpske javnosti, na moguće realne ishode samog procesa. Kroz kontinuiranu posvećenost procesu dijaloga i pažljivo praćenje niza čimbenika koji na njega presudno utječu, EU će biti u poziciji prepoznati i djelovati onog trenutka kad okolnosti budu povoljne za postizanje održivog završnog sporazuma o normalizaciji odnosa Kosova i Srbije.

Abstract (english)

The objective of the thesis “The effectiveness of the EU Common Foreign and Security Policy in the case of the EU facilitated Belgrade-Pristina Dialogue” is to provide contribution to the better understanding of the course and challenges of the dialogue process. The paper seeks to address the following research questions: What are the results of the EU facilitated Belgrade-Pristina Dialogue? What factors influence the effectiveness of the EU mediation efforts in this process? In spite of the often heard optimism, especially from the side of the EU and the western international community representatives, it does not seem likely that the current state of the frozen conflict will change any time soon. However, it is most arguable to which extent is that the responsibility of the EU or the question of its effectiveness as a mediator, and which other factors primarily determine both the current state of the dialogue as well as its future outcome. The EU certainly could be more effective and focused on the dialogue, thus getting better results in some aspects of the process. However, without determination and willingness of the conflict parties to resolve the conflict and normalise their relations, as well as their readiness to make hard compromises, the finalisation of the process will not be possible no matter who mediates the negotiations. Notwithstanding the unfavourable prospects for soon settlement of the Kosovo-Serbia conflict, the EU has to maintain its mediation efforts and persist in gradual advancement in the process of the normalization of Belgrade-Pristina relations. Although, at moments, it may seem as a futile endeavour, the invested resources would not be unavailing. The ongoing dialogue is in the function of setting the political stage and preparing the public in Kosovo and Serbia for possible realistic outcomes. By staying deeply engaged in the process and closely monitoring different factors shaping the future developments, the EU will be able to recognize and act when the circumstances are right to broker a tenable final agreement between Kosovo and Serbia.
