Abstract

Sve zajednice i svako društvo moraju biti spremni suočiti se s različitim prijetnjama, stoga je jedna od najvažnijih funkcija suvremene države da svojim građanima pruži sustavno upravljanje u krizama. Trenutno se u svijetu odvija kriza velikih razmjera, pandemija COVID-19, koja je velikom brzinom uzrokovala posljedice na globalnoj razini. Do sada nepoznati SARS-CoV-2 virus primorao je zemlje da primjenjuju izvanredne mjere u svrhu suzbijanja širenja pandemije. Cilj predstojećeg rada je analizirati pristupe u upravljanju zdravstvenom krizom uzrokovanom pandemijom virusa COVID-19 u Hrvatskoj, Srbiji i Švedskoj te utvrditi sličnosti i razlike u oblikovanim politikama, ali također sličnosti i razlike u pojavnim oblicima bolesti koje uključuju broj zaraženih, preminulih i cijepljenih. Pretpostavlja se kako postoje značajne razlike u procesima upravljanja krizom koje su uvelike determinirane institucionalnim aranžmanima i kulturnim orijentacijama zemalja.

Abstract (english)

All communities and every society must be ready to face different threats; therefore, one of the most important functions of the modern state is to provide its citizens with systematic management in crises. Currently, the world is experiencing a large-scale crisis, the COVID-19 pandemic, which has rapidly caused consequences on a global scale. The unknown SARS-CoV-2 virus has forced countries to apply extraordinary measures in order to suppress the spread of the pandemic. The aim of the upcoming paper is to analyse the approaches to managing the health crisis caused by the COVID-19 virus pandemic in Croatia, Serbia and Sweden, and to determine the similarities and differences in the formed policies, but also the similarities and differences in the forms of the disease that include the number of infected, deceased and vaccinated. It is assumed that there are significant differences in crisis management processes that are largely determined by the institutional arrangements and cultural orientations of the countries.
