Abstract

Pandemija bolesti COVID-19 prouzročila je veliku gospodarsku krizu u Europskoj uniji. Europska unija zajednički je odgovorila na posljedice krize te je donijela plan za oporavak NextGeration EU. Najveći dio plana čini Mehanizam za oporavak i otpornost preko kojeg su državama članicama osigurana financijska sredstva za provedbu reformi i investicija. Uspješna implementacija Mehanizma za oporavak i otpornost ključna je za daljnju integraciju Europske unije. Cilj ovog rada je, na primjeru reforme vodnih usluga u Hrvatskoj, prikazati utjecaj Mehanizma za oporavak i otpornost u reformskim procesima država članica te ukazati na izazove u provedbi nacionalnih planova za oporavak i otpornost. Za reformu vodnog upravljanja neophodna je integracija javnih isporučitelja vodnih usluga koja je predviđena Nacionalnim planom oporavka i otpornosti. Analiza reforme vodnog upravljanja dovodi do zaključka da je reforma ponovno pokrenuta zahvaljujući Mehanizmu za oporavak i otpornost, no reformski proces obilježen je nizom izazovima koji otežavaju uspješnu provedbu Nacionalnog plana oporavka i otpornosti.

Abstract (english)

The COVID-19 pandemic caused a major economic crisis in the European Union. The European Union jointly responded to the consequences of the crisis and adopted the recovery plan Next Generation EU. The largest part of the plan is the Recovery and Resilience Facility, through which member states receive financial resources for the implementation of reforms and investments. The successful implementation of the Recovery and Resilience Facility is crucial for the further integration of the European Union. By using the example of the reform of water services in Croatia, this paper aims to show the impact of the Recovery and Resilience Facility on the reform processes in member states, and to point out the challenges in the implementation of national recovery and resilienceplans. Regarding the reform of water management, the integration of public water service providers is necessary, and is foreseen in the National Recovery and Resilience Plan. The analysis of the water management reform leads to the conclusion that the reform has been restarted thanks to the Recovery and Resilience Facility, but the reform process is marked by a number of challenges that make it difficult to successfully implement the National Recovery and Resilience Plan.
