Abstract

U ovom radu autorica istražuje djelotvornost skrbi za starije osobe u Republici Hrvatskoj. Cilj rada je opisati postojeći sustav skrbi za starije i nemoćne osobe i njegov razvoj kroz povijest, prikazati prednosti i nedostatke različitih oblika skrbi za starije i nemoćne osobe, te ponuditi moguća rješenja za poboljšanja navedenog sustava. Pregledom stručne i znanstvene literature, uz različite studije o obilježjima i potrebama starijih i nemoćnih osoba, uz detaljnu analizu mjera koje država provodi kroz različite službene strategije, dokumente i zakone Republike Hrvatske, te stvarnim stanjem na terenu dobivenim kroz dokumente i izvještaje nadležnih tijela, pokazuje se da sustav skrbi za starije i nemoćne osobe ne uspijeva optimalno zadovoljiti potrebe svojih korisnika. Iz rada je vidljiva važnost pitanja skrbi za starije i nemoćne osobe, pri čemu se ističe nužnost daljnje decentralizacije, deinstitucionalizacije i pluralizacije pružatelja usluga za starije i nemoćne osobe, te se posebno potiče unapređenje i razvoj izvaninstitucionalnih i neformalnih oblika skrbi za starije i nemoćne osobe.

Abstract (english)

In this paper the autor is researching the effectiveness of care for elderly people in the Republic of Croatia. The main goal is to describe the existing system of care for elderly people and its development through history, to show the advantages and disadvantages of various forms of care for elderly people and to offer possible solution to improve the system. By reviewing professional and scientific literature, going through the different studies about various needs of elderly, with a detailed analysis of the measures implemented by the state through the various official strategies, documents and laws of the Republic of Croatia and by the actual situation on the ground obtained through documents and reports of the competent bodies, it has been shown that the system of care for elderly fail to optimally fulfill the needs of their users. The paper shows importance of care issues for elderly people, emphasizes the necessity of further decentralization, deinstitutionalization and pluralization of services providers for elderly and in particular encourages the development of non-institutional and informal forms of care for elderly people.
