Abstract

Europska unija nastala je nizom pregovora država članica kao ključnih aktera njenog političkog sustava. Lisabonskim ugovorom vlade država članica ojačale su intergovernmentalne procese u Europskoj uniji i jasno razgraničile domene u kojima primat ima Europska unija od onih u kojima primat imaju države. Time se proces produbljivanja integracije nije u potpunosti zaustavio, već se nastavio manjim koracima i više intergovernmentalnim metodama. Značaj intergovernmentalnih institucija je porastao te su se intergovernmentalne metode primjenjivale u situacijama u kojima je bila potrebna brza reakcija. Nadnacionalne institucije imale su sekundarnu ulogu u tim procesima, a vlade su se u brojnim pitanjima pokazale kao dominantni politički akteri. Politički sustav EU je pružao novi okvir za rješavanje kako zajedničkih, tako i partikularnih problema u državama članicama. Efikasnost političkog sustava pokazuje se upravo u njegovim mogućnostima pružanja efikasnog i efektivnog rješenja te u pružanju institucionalnog okvira za nalaženje tih rješenja. Financijska kriza pokazala je nedostatke političkog sustava te potrebu za njegovim poboljšanjem kako bi se ponovno uspostavila njegova ravnoteža.

Abstract (english)

European Union was created in the series of negotiations among member states as key factors of its political system. With the Lisbon Treaty, national governments of the member states, have strengthen the intergovernmental processes in the European Union and clearly delineated domains in which the EU has primacy, of those domains, in which member states have primacy. With these changes, the deepening of the integration was not entirely stopped, but it was continued by smaller steps and by more intergovernmental methods. The significance of the intergovernmental institutions has risen, and intergovernmental methods were applied in situations where fast reaction was necessary. Supranational institutions had secondary role in those processes and national governments revealed themselves as main actors. Political system of the EU gave new framework for resolving common and particular problems of the member states. The efficiency of the political system is evident in its capacities of providing effective and efficient solutions, as in providing of an institutional framework for finding these solutions. The financial crisis has revealed the disadvantages of the political system and the necessity for improvements in order to restore its balance.
