Abstract

Upravljanje industrijskom baštinom u Republici Hrvatskoj relativno je uska problematika koja se ponajviše istražuje u krugovima povjesničara umjetnosti, arhitekata, konzervatora i sl. s naglaskom na zaštitu i očuvanje baštine. U politološkim krugovima koncept upravljanja tom vrstom baštine do sada nije bio istražen niti je ponuđen sveobuhvatan prikazan sa svim relevantnim akterima i odrednicama uključenim u upravljački okvir industrijske baštine. Ovaj rad nastao je sa željom ispunjavanja tog prostora i to s analizom upravljačkog modela grada u kojem je pokrenuta senzibilizacija industrijske baštine. Raspršenost informacija i dokumenata pridonijeli su želji za sveobuhvatnim prikazom upravljačkih procesa industrijske baštine grada Rijeke. Korištenjem ponuđenog teorijskog okvira upravljanja zajedno s različitim izvorima informacija od knjiga, znanstvenih i novinskih članaka preko službenih dokumenata i intervjua, rad je obuhvatio najvažnije odrednice upravljanja industrijskom baštinom: aktere, zaštitu, načine financiranja, dokumentaciju, programe i strategije te lokalne udruge i volontere. Analiza upravljanja ukazala je na probleme vlasništva, identificiranja, zaštite i prepoznavanja mogućnosti koje onemogućuju efektivan i sustavan način upravljanja riječkom industrijskom baštinom. Unatoč navedenim negativnim pojavama, upravljanje riječkom industrijskom baštinom ukazuje i na pozitivne promjene kao što je navedeno u primjeru revitalizacije bivšeg kompleksa „Rikard Benčić“. Ovaj rad dotaknuo je tek površinu problematike upravljanja industrijskom baštinom u gradu Rijeci, svaka od navedenih odrednica zajedno s primjerima upravljanja bivših industrijskih objekata ima potencijala daljnjeg istraživanja i promišljanja o mogućim rješenjima. U tom pogledu namjera ovog rada nije bila samo dati sveobuhvatan prikaz upravljanja s negativnim i pozitivnim naznakama, već potaknuti čitatelje na daljnje istraživanje problematike industrijske baštine iz upravljačkog konteksta te donošenja kvalitetnih rješenja navedenim problemima u radu.

Abstract (english)

Management of the industrial heritage is still a relatively narrow field of research that has been mostly dealt by art historians, architects, conservators and similar professions with an emphasis on protection and conservation of the heritage. In the field of political science this type of management has not yet been dealt with nor have the political scientists offered an all-round review of all the relevant actors and points involved in the management of the industrial heritage. This paper has been written with the idea to fulfil that empty space with an analysis of the management model of the city in which the valorisation of the industrial heritage in Croatia began. Dispersion of information and documents only contributed to the idea of an analysis of the industrial heritage management process in Rijeka. By using the given theoretical framework along with different scientific sources from books and articles to official documents and interviews, this paper has covered the most important points in the industrial heritage management: actors, protection, finance, documentation, programs and strategies along with local associations and volunteers. The analysis has pointed to several problems of ownership, identification, protection and recognition of industrial heritage potentials that have made it impossible to have an effective and systematic management. Apart from the negative effects, the analysis has shown some positive improvements as it can be seen in the example of revitalization of the former industrial complex “Rikard Benčić”. This paper has only shown a glimpse of the industrial heritage management in Rijeka but every example of industrial heritage management in it has the potential of further research. Therefore the intention of this paper wasn’t only to give a full analysis on the industrial heritage management in Rijeka but also to encourage readers on further research of this theme that could hopefully bring some qualitative solutions to the problems mentioned in this paper.
