Abstract

Cilj ovog rada je pridonijeti raspravi o stanju lokalne samouprave u Hrvatskoj. Rad prikazuje analizu ostvarenja proračuna općina i gradova u 2014., 2015. i 2016. godini sa ciljem detektiranja općina i gradova koji su sve tri ili u barem dvije od tri godine bili među 10% gradova ili općina koji izdvajaju najveći ili najmanji udio ukupnih rashoda i izdataka za rashode za zaposlene. Pronađen je jedan grad koji je u sve tri godine na popisu onih koji izdvajaju najmanje za rashode za zaposlene i pet gradova koji su na tom popisu u dvije godine. Nadalje, pronađena su dva grada koji su u sve tri godina na popisu onih gradova koji izdvajaju najviše za rashode za zaposlene i šest gradova koji su na tom popisu u dvije godine. Osam je općina koje su u sve tri promatrane godine bile na popisu općina koje izdvajaju najmanji udio za rashode za zaposlene i još dvadesetijedna koje su na tom popisu u dvije godine. Četrnaest općina je u sve tri godine na popisu općina koje izdvajaju najviše za rashode za zaposlene i još šesnaest njih koje su na tom popisu u dvije godine. Rad prikazuje i geografsku raspodjelu općina i gradova sa navedenih popisa te odgovore načelnika i gradonačelnika tako izdvojenih općina i gradova na pitanja što misle koji su ključni čimbenici za takav rezultat, misle li da je takav udio rashoda za zaposlene dobar ili loš za razvoj jedinice lokalne samouprave kojom upravljaju i zašto te smatraju li da je nužna promjena po pitanju tog udjela.

Abstract (english)

The aim of this paper is to contribute to discussion about the state of local self-government in Croatia. The paper shows the analysis of budget realization of municipalities and towns in 2014, 2015 and 2016 with the goal to detect municipalities and towns that are in all three, or at least in two out of three years, in 10% of towns or municipalities that spend the biggest or the smallest share of total expenditures on expenditures for employees. One town was found that has in all three years been on the list of those that spend the smallest share on employees and there are five towns that are on that list in two years. Furthermore, two towns were found that are in all three years on the list of towns that spend the biggest share of the budget on the employees and six more that are on that list in two years. Eight municipalities are in all three years on the list of municipalities that spend the smallest share of their budget on employees and twenty one more that are on that list in two years. Fourteen municipalities are in all three years on the list of municipalities that spend the biggest share of their total expenditures on their employees and sixteen more that are on that list in two years. Also, the paper shows how are all those units of local self-government located geographically and the responses of municipality and town mayors on the questions what are the key factors for this kind of result for their local unit of self-government, if they think that this share of expenditures for employees is good or bad for development and why and if they think that the share of expenditures for employees should change.
