Abstract

Cilj diplomskog rada jest utvrditi utječe li Organizacija za europsku sigurnost i razvoj pozitivno ili negativno na regiju Zapadnog Balkana. Zapadni Balkan se zbog sigurnosnih i političkih problema smatra velikim izazovom za (europske) integracijske procese, što zahtijeva djelovanje organizacija koje se bave sigurnosnim problemima i poticanjem stabilnosti i demokracije. Analizom izvješća, knjiga i članaka donosi se zaključak o pozitivnoj ili negativnoj ulozi OESS-a na Zapadnom Balkanu. OESS u spomenutoj regiji potiče demokratizaciju, kontrolu naoružanja, jačanje vladavine prava, ljudskih prava, slobodu medija, toleranciju prema manjinskim skupinama, kao i razvoj snaga sigurnosti. Zaključuje se da aktivnosti OESS-a, u suradnji s NATO-om i Europskom Unijom, pozitivno utječu na sigurnost, stabilnost i demokratizaciju Zapadnog Balkana.

Abstract (english)

The aim of the graduate thesis is to determine whether the Organization for Security and Co-operation in Europe has a positive or negative impact on the Western Balkans region. Due to security and political problems, the Western Balkan countries are considered a major challenge for (European) integration processes, which requires the work of organizations dealing with security issues and the promotion of stability and democracy. Analyzing reports, books and articles brings a conclusion about the positive or negative role of the OSCE in the Western Balkans. The OSCE in the region promotes democratization, arms control, strengthening the rule of law, human rights, freedom of the media, tolerance towards minority groups, and the development of security forces. It is concluded that OSCE activities, in cooperation with NATO and the European Union, have a positive impact on the security, stability and democratization of the Western Balkans.
