Abstract

This research aims to examine the Presidency of the Council of the EU, its roles and tasks, and its performance. Focus is being put on finding coherent list of indicators that can be used when evaluating success or failure of the Presidency. Theoretical framework includes the existing literature on the Presidency and on the Council in general, overview of their work and position in inter-institutional dynamics. A qualitative study is conducted, analysing the Presidency's role, transforming them into criteria for success and resulting with a list of success indicators. Existing literature, Council data and media reports are used as main resources. The result of this research is a list of criteria for a successful Presidency, with success indicators for each established criterion. These indicators are then tested in the case of Austrian Presidency of the Council in the second half of 2018.

Abstract (croatian)

Ovaj rad ima za cilj istražiti ulogu predsjedanja Vijećem Europske unije, zadatke koje predsjedavajuća država članica treba ispuniti te način na koji se vrednuje uspješnost predsjedanja. Naglasak ovog istraživanja je na pronalaženju niza jasnih i koherentnih indikatora koji se mogu koristiti prilikom vrednovanja uspjeha ili neuspjeha predsjedanja. Teorijski pregled uključuje postojeću relevantnu literaturu o predsjedanju i Vijeću općenito, njihovim ulogama te položaju s obzirom na druge institucije Europske unije. Provedena je kvalitativna analiza uloga predsjedavajuće države članice, koje su osnova za formuliranje kriterija uspješnosti jednog predsjedanja, a konačni je rezultat popis deset indikatora uspješnosti. Glavni izvori korišteni u ovom radu su službeni podaci Vijeća EU i predsjedavajućih država članica, postojeća literatura, medijski izvještaji te studije i izvješća nevladinih organizacija. Korisnost i doprinos deset indikatora uspješnosti testirani su na predsjedanju Austrije Vijećem EU u drugoj polovici 2018. godine.
