Abstract

Hibridno ratovanje kao suvremeni pojam ratovanja, koji se uglavnom vodi nekonvencionalnim sredstvima, nova je vrsta prijetnje globalnim sustavima. Rad se bavi temom hibridnog ratovanja u kontekstu domovinske sigurnosti. Kao primjer kojim se želi objasniti takav vid ratovanja, koristila sam primjer djelovanja Ruske Federacije prema Ukrajini. Krizi u Ukrajini, koja je rezultirala ruskom aneksijom Krima, dano je najviše prostora u radu kako bi se na najjasniji način mogao sagledati pojam hibridnog ratovanja. Na početku rada koristi se analiza pojma hibridnog ratovanja kroz bitna obilježja ovog načina ratovanja, te navode globalna kretanja koja su dovela do razvoja ovakvog oblika ratovanja. Kao važan segment ovog rada navodi se i pojam domovinske sigurnosti. Stoga, je dio ovog rada posvećen sustavu domovinske sigurnosti, usporedbi sustava domovinske sigurnosti (homeland security eng.) u Sjedinjenim Američkim Državama i sustav domovinske sigurnosti u Republici Hrvatskoj. Analiza će obuhvatiti i primjere pristupa kako se Republika Hrvatska suočava s opasnostima od potencijalnih hibridnih prijetnji i na koji način je kroz sustav domovinske sigurnosti razradila odgovore na potencijalnu krizu i ugroze. Također, u kontekstu hibridnih prijetnji govori se i o dezinformacijama kao i o pojmu „fake news“, a rad završava postavkama o medijskoj pismenosti kao ključnom segmentu otkrivanja lažnih vijesti i dezinformacija kao hibridnim prijetnjama.

Abstract (english)

Hybrid warfare, as a modern notion of warfare, largely driven by unconventional means, is a new kind of threat to global systems. The paper deals with the topic of hybrid warfare in the context of homeland security. As an example to explain this kind of warfare, I used the example of the Russian Federation's actions towards Ukraine. The crisis in Ukraine, which resulted in Russia's annexation of Crimea, has been given the most space to work in order to understand the concept of hybrid warfare in the clearest possible way. At the beginning of the paper, an analysis of the concept of hybrid warfare is used through the essential features of this mode of warfare, and lists the global trends that have led to the development of this form of warfare. An important segment of this paper is the concept of homeland security. Therefore, part of this paper is devoted to the homeland security system, the comparison of the homeland security system in the United States and the homeland security system in the Republic of Croatia. The analysis will also cover examples of how the Republic of Croatia is facing the dangers of potential hybrid threats and how it has developed responses to potential crises and threats through the Homeland Security system. Also, in the context of hybrid threats, misinformation as well as the term "fake news" is discussed, and the paper ends with media literacy settings as a key segment of the discovery of fake news and misinformation as hybrid threats.
