Abstract

Migracije između država u globaliziranom svijetu predstavljaju svakodnevicu, ali isto tako i velik sigurnosni izazov za sve države. Sigurnosni izazov posebno predstavljaju ilegalne migracije. Takav oblik migracija predstavlja sigurnosni izazov zbog teškog, a u nekim situacijama i nemogućeg upravljanja situacijom te velikih potencijalnih prijetnji poput krijumčarenja, trgovine ljudima i nekontroliranog protoka oružja, droge te ostalih kriminalnih aktivnosti preko državnih granica. Iz tih, ali i brojnih drugih razloga, države sve više posežu za politikama upravljanja granicama koje se odnose na tradicionalne oblike zaštite granica, poput izgradnje barijera u obliku ograda, zidova i ostalih prepreka. Iako s jedne strane globalizacija smanjuje granice između država, kontinenata, različitih dijelova svijeta i ljudi, sve smo češće svjedoci kako nacionalne države shvaćaju zaštitu vlastitih granica kao jedno od najvažnijih pitanja. Ovaj rad obrađuje tri geografski različite države, no politike upravljanja granicama pod utjecajem migrantskih kretanja u analiziranim slučajevima veoma su slične, s gotovo jednakim rezultatom. Rad prati Izrael, Mađarsku i Sjedinjene Američke Države te njihove politike upravljanja granicama tijekom pojava masovnih migrantskih kretanja prema državim granicama, a u nekim slučajevima i migranstkih kriza, uz velik broj ilegalnih migranata. Kroz analizu procesa, djelovanja aktera, dokumenata te drugih izvora, prate se promjene navedenih politika kroz najaktualnije migrantske izazove sa kojima su se analizirane države suočile u 21. stoljeću.

Abstract (english)

Migration between states in a globalized world is a daily occurrence, but also a great security challenge for all states. Illegal migration is a particular challenge for security. This form of migration poses a security challenge because of the difficult, and in some situations impossible, management of the situation and the great potential threats such as smuggling, human trafficking and the uncontrolled flow of weapons, drugs and other criminal activities across national borders. For these and many other reasons, states are increasingly resorting to border management policies that address traditional forms of border protection, such as the construction of barriers in the form of fences, walls and other obstacles. Although, on the one hand, globalization is removing the borders between states, continents, different parts of the world and people, we are increasingly witnessing that nation-states see the protection of their borders as one of the most important issues. This paper deals with three geographically different countries, but the border management policies under the influence of migrant movements in the analyzed cases are very similar, with almost the same result. The paper monitors Israel, Hungary and the United States and their border management policies during the onset of mass migrations toward national borders, and in some cases migrant crises, with a large number of illegal migrants. Through an analysis of the processes, political moves, documents and other sources, changes in these policies are tracked through the most current migrant challenges that the analyzed countries have faced in the 21st century.
