Abstract

U ovom diplomskom radu analizira se proces implementacije strategije pametnog grada kako bi se otkrile njegove glavne značajke. U studiji slučaja koja se provela korištena je kvalitativna metodologija. Metode prikupljanja podataka koje su korištene u istraživanju su intervju i analiza dokumenata. Nakon toga, prikupljena građa je kodirana prema pravilima kvalitativne analize sadržaja. U zaključku se iznosi kako su značajke implementacijskog procesa strategije pametnog grada koje se ističu instrumenti, korisnici usluga i odnosi između aktera. Najvažnije je istaknuti kako u implementacijskom procesu strategije nema neposrednih provoditelja, a također ni značajke diskrecije službenika. U implementaciji dominira korištenje informacijsko-komunikacijske tehnologije, kao i sudjelovanje građana u provedbi. S obzirom da je cilj strategije poboljšanje kvalitete života građana, građani imaju najznačajniju ulogu u provedbi strategije pametnog grada.

Abstract (english)

This paper analyzes the process of implementing of a smart city strategy to detect its main features. In a case study that was conducted, a qualitative methodolgy was used. Document analysis and interviews were used as a method of data collection. Afterward, collected material has been coded in compliance to the instructions of qualitative data analysis. In conclusion, it is stated that the features of implementation process of the smart city strategy that stand out are instruments, target group and realtions between actors. The most important part of the implementation process of the strategy is that there are no direct implementaters and no discretion of officials. Implementation is dominated by the use of infomation and communications technologies, as well as citizen participation in implementation. Given that the goal of the startegy is to enhance the quality and the welfare of the life od citizens, cititizens have the major role in the process of the implementation of the smart city strategy.
