Abstract

Izborni sustavi oznaćavaju mehanizam putem kojeg se glasovi birača kroz instituciju izbora u slučaju parlamentarnih izbora pretvaraju u zakonodavno tijelo, u Hrvatskoj u Hrvatski Sabor. U modernoj Hrvatskoj prva tri izborna procesa održavaju se u različitim okolnostima, ali i pod različitim izbornim pravilima. Dvokružni većinski jednomandatni sustav 1990. godine i kombinirani sustavi 1992. i 1995. godine na drugačije načine pretvaraju glasove u mandate, ali zadržavaju istu odrednicu – većinski izborni segment. Ovaj rad prikazuje psihološke i mehaničke utjecaje većinskog izbornog segmenta, ali i izbornih sustava u cjelini.

Abstract (english)

Electoral systems denote the mechanism through which the votes of voters through the institution of elections in the case of parliamentary elections are transformed into a legislative body, in Croatia into the Croatian Parliament. In modern Croatia, the first three electoral processes take place in different circumstances, but also under different electoral rules. The two-round majority single-mandate system in 1990 and the combined systems of 1992 and 1995 convert votes into seats in different ways, but retain the same determinant - the majority electoral segment. This paper presents the psychological and mechanical influences of the majority electoral segment, but also of electoral systems as a whole.
