Abstract

Cilj ovog rada je analiza evolucije, dosadašnjih postignuća te perspektive razvoja politike humanitarne pomoći EU. Riječ je o politici EU na čiju se provedbu izdvaja značajan dio sredstava iz proračuna EU, a koja još uvijek nije privukla odgovarajući interes hrvatske akademske i stručne javnosti. U prvom dijelu rada dat će se osvrt na povijest nastanka politike humanitarne pomoći EU. U drugom dijelu fokus je na načelima na kojima počiva politika humanitarne pomoći i implementaciji politika koje na operativnoj razini izazivaju brojne polemike te ponekad dovode u pitanje poštivanje temeljnih načela na kojima počiva Unija. Dalje će biti definirane razlike između razvojnih projekata i kratkoročnih projekata humanitarne pomoći te sami institucionalni aparat, svrha, modeli financiranja, kao i specifična uloga nevladinih organizacija kao ključnih partnera u kreiranju i implementaciji politike humanitarne pomoći. U posljednjem dijelu će biti sumirani rezultati politike humanitarne pomoći EU te će se pružiti osvrt na planove i perspektive budućeg razvoja.

Abstract (english)

The aim of this paper is to analyze the evolution, achievements and the perspective of the development of EU humanitarian aid policy. This is an EU policy for the implementation of which a significant part of funds is allocated from the EU budget, and which has not yet attracted the appropriate interest of the Croatian academic and professional public. The first part of the paper will review the history of the emergence of EU humanitarian aid policy. The second part focuses on the principles on which humanitarian aid policy is based and the implementation of policies that provoke a great deal of controversy at the operational level and sometimes call into question respect for the fundamental principles on which the Union is based. Furthermore, the differences between development projects and short-term humanitarian aid projects will be defined, as well as the institutional apparatus, purpose, funding models, as well as the specific role of non-governmental organizations as key partners in creating and implementing humanitarian aid policy. The last part will summarize the results of the EU's humanitarian aid policy and provide an overview of plans and prospects for future development.
