Abstract

Demokratski deficit može se definirati kao nedostatak demokracije u političkim odlukama i institucijama. U znanstvenim krugovima već dugo se raspravlja o demokratskom deficitu u Europskoj uniji, a različiti autori pritom iznose međusobno suprotstavljene argumente, neke protiv teze o manjku demokracije u Europskoj uniji, a neke toj tezi u prilog. Ovaj završni rad nadovezuje se na postojeću literaturu o demokratskom deficitu u Europskoj uniji i koristeći se podacima o izlaznosti Europljana na izbore i anketnim podacima iz Eurobarometra, ispituje stanje demokracije u Europskoj uniji. Dobiveni rezultati ne navode na jedinstven zaključak o demokratskom deficitu u Europskoj uniji. S jedne strane, u prilog tezi o demokratskom deficitu ide to što je izlaznost na europske izbore niža od izlaznosti na nacionalne izbore i to što su građani koji su glasali na izborima za Europski parlament 2019., u usporedbi s građanima koji nisu, u većoj mjeri zadovoljni demokracijom u Europskoj uniji, u većoj mjeri smatraju da se njihov glas u Europskoj uniji računa, imaju pozitivniju predodžbu o Europskoj uniji i bolje razumiju to kako Europska unija funkcionira. S druge strane, demokratskom legitimitetu Europske unije u prilog idu podaci koji pokazuju da su stavovi većine Europljana o stanju demokracije u Europskoj uniji povoljni. Međutim, države članice u tom se pogledu međusobno bitno razlikuju. Zadovoljstvo demokracijom i slaganje sa stavom da se glas građana u Europskoj uniji računa u prosjeku su veći u državama članicama s boljom ocjenom demokracije na nacionalnoj razini, pozitivnijom predodžbom o Europskoj uniji i boljim razumijevanjem načina na koji Europska unija funkcionira.

Abstract (english)

Democratic deficit can be defined as a lack of democracy in political decisions and institutions. Scholars have long been debating the democratic deficit of the European Union, with different authors taking opposing positions, some arguing against and others arguing in favour of the existence of a democratic deficit in case of the European Union. This thesis builds on existing studies and uses voter turnout data and Eurobarometer survey data to investigate the state of democracy in the European Union. The results point to mixed conclusions about whether or not the European Union suffers from a democratic deficit. On the one hand, persistently low turnout rates in the elections for the European Parliament support the idea of a democratic deficit of the European Union. Voters in the 2019 European elections, as compared to non-voters, are more satisfied with the way democracy works in the European Union, are more inclined to think that their voice counts in the European Union, tend to hold affirmative views of the European Union, and tend to rate better own understanding of how the European union works. On the other hand, the majority of European citizens express favourable opinions of the state of democracy in the European Union, thus supporting its democratic legitimacy. There exist, however, significant country differences. Proportion satisfied with democracy and proportion thinking their voice counts in the European Union are, on average, higher in member states with higher democracy satisfaction at the national level, more positive views of the European Union, and better understanding of how the European Union works.
