Abstract

U ovom se radu analizira vanjska politika Sjedinjenih Američkih Država prema regiji Sjeverne Afrike u razdoblju od 2011. do 2020. godine kako bi se objasnio pristup američkih donosioca vanjsko-političkih odluka prema regiji. Razdoblje analize se podudara s događajima koji su se zbivali tijekom prosvjeda poznatih pod nazivom Arapsko proljeće, te događajima i procesima koji su uslijedili nakon istog. Rad je strukturiran kroz četiri dijela. U uvodnom se dijelu objašnjava povijesno-politički kontekst SAD-a prema regiji Sjeverne Afrike, gdje se stavio naglasak na opisivanje različitih etapa odnosa u razdoblju od kraja 2. svjetskog rata do početka Arapskog proljeća 2011. godine. Nakon toga se kroz tri poglavlja analizirala vanjska politika SAD-a prema regiji od 2011. godine, vodeći se varijablama demokracije i upravljanja, sigurnosti te regionalnih sukoba. U prvom poglavlju razmatrani su različiti pristupi Obamine i Trumpove administracije demokraciji i upravljanju u regiji. Zatim su se identificirale sigurnosne prijetnje u obliku jačanja terorističkih organizacija, nasilnog ekstremizma i stranih boraca, kao i dodatno obradili planovi za povlačenjem snaga AFRICOM-a. Uz to analizirala se uloga revizionističkih država Kine i Rusije koje su sve više gospodarski i vojno prisutne u Sjevernoj Africi. U poslijednjem se poglavlju osvrnulo na tri sukoba koja predstavljaju direktnu prijetnju SAD-u u regiji: borba za kontrolu Libije, teritorijalni prijepori oko Zapadne Sahare i tenzije između Egipta i Etiopije. Iako je SAD pokušavao snažnije integrirati regiju kroz razne multilateralne programe, kroz cijelo ovo razdoblje ipak je najveći utjecaj imala protuteroristička strategija SAD prema raznim terorističkim skupinama na prostoru. Time se rješavao rezultat a ne uzrok problema regije, kao što su ekonomska nerazvijenost, raširena korupcija te nezadovoljstvo stanovništva.

Abstract (english)

This paper analyzes the foreign policy of the United States of America towards the region of North Africa in the period 2011- 2020, in order to explain the approach of American policy- makers towards the region. The analysis period coincides with the events that took place during the protests, which are known as the Arab Spring, and the events and processes that followed it. The work is structured in four parts. In the introduction, the historical-political context of the USA towards the region of North Africa is explained, where emphasis was placed on describing the different stages of relations in the period from the end of World War II to the beginning of the Arab Spring in 2011. After that, the US foreign policy towards the region since 2011 was analyzed through three chapters, guided by the variables of democracy and governance, security and regional conflicts. The first chapter discusses the different approaches of the Obama and Trump administrations to democracy and governance in the region. Security threats in the form of the strengthening of terrorist organizations, violent extremism and foreign fighters were then identified, as well as plans for the withdrawal of AFRICOM forces. In addition, the role of the revisionist states of China and Russia, which are increasingly economically and militarily present in North Africa, was analysed. The last chapter considered three conflicts that pose a direct threat to the US in the region: the struggle for control of Libya, territorial disputes over the Western Sahara, and tensions between Egypt and Ethiopia. Although the USA tried to integrate the region more firmly through various multilateral programs, throughout this entire period the greatest influence was still exerted by the counter-terrorist strategy of the USA towards various terrorist groups in the area. This tended to solve the result and not the cause of the region's problems, such as economic underdevelopment, widespread corruption and overall dissatisfaction of the population.
