Abstract

U radu se analizira američka politika prema Afganistanu od 2001. godine, za vrijeme triju predsjedničkih administracija (George W. Bush, Barack Obama, Donald Trump). Poseban je naglasak na strateškim dokumentima kojima se definira američki vojni angažman i izgradnja države u Afganistanu. Komparacijom politika triju predsjedničkih administracija, nastoji se američki angažman u Afganistanu staviti u kontekst međunarodnih okolnosti, vanjskopolitičkih doktrina i cjelokupne situacije na Bliskom istoku. Rad kronološki prati početak vojne operacije „Operation Enduring Freedom“, poraz talibanskog režima i uspostavljanje prijelazne vlade za vrijeme predsjednika Busha mlađeg, praćenog stalnim povećanjem broja američkih snaga. Dolaskom predsjednika Obame na vlast, Afganistan ostaje visoko na američkoj vanjskopolitičkoj agendi, što je potvrđeno sveobuhvatnom strategijom koja je podrazumijevala razmještanje dodatnih snaga. U zadnjem se poglavlju problematizira Trumpova politika prema Afganistanu, potpisivanje sporazuma s talibanima 2020., koje je dovelo do povlačenja američkih snaga, kolapsa vlade i talibanskog preuzimanja vlasti. Rad nastoji odgovoriti na koji su način Busheva, Obamina i Trumpova politika utjecale na konačno povlačenje SAD-a iz Afganistana.

Abstract (english)

The paper analyzes US policy towards Afghanistan since 2001 during the three presidential administrations (George W. Bush, Barack Obama, Donald Trump). Special emphasis is placed on strategic documents defining U.S. military engagement and state-building in Afghanistan. By comparing the policies of the three presidential administrations, it seeks to place US engagement in Afghanistan in the context of international circumstances, foreign policy doctrines, and the overall situation in the Middle East. The paper chronologically traces the beginning of Operation Enduring Freedom, the defeat of the taliban regime, and the establishment of a transitional government under President Bush Jr., accompanied by a steady increase in US forces. With President Obama coming to power, Afghanistan remains high on the U.S. foreign policy agenda, as evidenced by a comprehensive strategy that involved deploying additional forces. The last chapter questions Trump’s policy toward Afghanistan, the signing of an agreement with the taliban in 2020 that led to the withdrawal of U.S. forces, the collapse of the government, and the takeover of power by the taliban. The paper seeks to answer the question of how the policies of Presidents Bush, Obama, and Trump influenced the eventual U.S. withdrawal from Afghanistan.
