Abstract

U ovom specijalističkom radu autorica se bavi analizom transatlantskih ekonomskih odnosa u mandatima američkih predsjednika Trumpa i Bidena s posebnim osvrtom na otvorena pitanja bilateralne suradnje i globalnu ulogu SAD-a i EU u ekonomiji. Analizom dvaju mandata autorica zaključuje da postoje značajne razlike u politikama dviju predsjedničkih administracija, osobito iz perspektive EU kao tradicionalnog saveznika i najvažnijeg gospodarskog partnera. Ključna razlika između Trumpa i Bidena je u pristupu multilateralizmu, s obzirom da je Donald Trump od samog dolaska na vlast jasno izražavao skepsu prema međunarodnim organizacijama što je demonstrirao izlaskom iz Pariškog klimatskog sporazuma i kroz prijetnje o izlasku iz WTO-a, čiji rad je opstruirao kroz blokiranje imenovanja sudaca u žalbeno tijelo. Trumpovu administraciju obilježava protekcionistička politika prema EU kroz nametanje carina na uvoz niza roba, što je izazvalo reciprocitet s europske strane. Napeti transatlantski odnosi ublaženi su dolaskom Joea Bidena na vlast i u prvoj godini mandata realizirana je EU inicijativa osnivanja bilateralnog Vijeća za trgovinu i tehnologiju (TCC). Privremeno je riješeno pitanje nametanja carina u okviru odmazde za izgubljene Airbus/Boeing sporove, a radi se i na iznalaženju rješenja za zaštitu podataka europskih građana prilikom digitalne razmjene podataka, a nakon presude Suda pravde EU o „Štitu privatnosti“. Nametnute carine EU za izvoz aluminija i čelika zamijenjene su sustavom kvota. S obzirom na eskalaciju Rusko-ukrajinskog sukoba i rat u Ukrajini ključna pitanja suradnje sada i u nadolazećem razdoblju su nametanje sankcija Rusiji i minimiziranje negativnih učinaka sukoba na tržišta transatlantskih partnera, pri čemu je EU osobito pogođena s obzirom na dosadašnju energetsku politiku prema Rusiji.

Abstract (english)

In this specialist work, the author analyses transatlantic economic relations during the mandates of US presidents Trump and Biden, with a focus on open issues of bilateral cooperation and the roles of the US and the EU in the global economy. By analysing the two mandates, the author concludes that there are significant differences in the policies of the two presidential administrations, especially from the perspective of the EU as a traditional ally and the most important economic partner. The key difference between Trump and Biden is in the approach to multilateralism, given that since coming to power, Donald Trump has clearly expressed scepticism towards international organizations, which he demonstrated by withdrawing from the Paris Climate Agreement and through threats to withdraw from the WTO, whose work he obstructed through blocking the appointment of judges to the Appellate body. A protectionist policy towards the EU characterizes the Trump administration, which is visible through the imposition of tariffs on the import of a number of goods, which has provoked reciprocity from the European side. The strained transatlantic relations were eased when Joe Biden became US president, and in the first year of his mandate, the EU initiative to establish a bilateral Trade and Technology Council (TCC) was realized. The issue of imposing customs duties in retaliation for the lost Airbus/Boeing disputes has been temporarily resolved. Work is also underway to find a solution to protect the data of European citizens during digital data exchange, following the EU Court of Justice ruling on Privacy Shield. The imposed EU tariffs on aluminium and steel exports have been replaced by a quota system. In view of the escalation of the Russian-Ukrainian conflict and the war in Ukraine, the key issues of cooperation now and in the coming period are the imposition of sanctions on Russia and the minimization of negative effects on the markets of transatlantic partners, whereby the EU is particularly affected given the previous energy policy towards Russia.
