Abstract

U radu se analizira tri pristupa vanjske politike predsjednika Erdoğana u razdoblju od 2014. do danas. U početnoj fazi predsjedničkog mandata Erdoğan je bio usmjeren na višesmjerni i višedimenzionalni multilateralizam pod krilaticom „nulti problemi sa susjedima“ i „strateške dubine“ s naglaskom na odnose s EU-om, koji je uskoro zamijenjen unilateralnim asertivnim realizmom baziranom na balansiranju, strateškoj autonomiji i tvrdoj moći, uz snažniji bliskoistočni angažman, naglašeni islamski identitet te treći „pristup u nastajanju“ nakon početka rata na Ukrajinu gdje Turska nastavlja s unilateralnim asertivnim realizmom, ali se vraća i višedimenzionalnom multilateralizmu koji uvelike ovisi o Erdoğanovoj personaliziranoj vanjskoj politici.

Turska je ekonomski i vojno ovisna o tradicionalnim odnosima s SAD-om i NATO-om jer s njima održava obrambenu suradnju. S europskim zemljama vezana je trgovinski i stranim ulaganjima, a s Rusijom i Iranom surađuje po pitanju energetike. S druge strane, Turska je bitna spona stabilnosti u regiji, ali i u Europskoj uniji, jer o njoj ovisi protok migrantskoga vala.

Strateškom autonomijom Turska ima za cilj hijerarhijsko pozicioniranje između nezapadnih velikih sila kroz fleksibilne saveze djelomično u suglasju s SAD-om, a isti taj vanjskopolitički izričaj vješto koristi za mobiliziranje domaće izborne baze.

Turska ima status srednje sile te koristi različite vanjskopolitičke strategije i akcije balansiranja u cilju učvršćivanja regionalnoga statusa i utvrđivanja domaće baze AKP-a uz ovisnost o Zapadu i NATO-u.

Abstract (english)

The paper analyzes three approaches to the foreign policy of President Erdoğan in the period from 2014. until today. In the initial phase of the presidential mandate, Erdoğan focused on multidirectional and multidimensional multilateralism under the slogan of "zero problems with neighbors" and "strategic depth" with an emphasis on relations with the EU, which was soon replaced by unilateral assertive realism based on balancing, strategic autonomy and hard power, with a stronger Middle Eastern engagement, emphasizing Islamic identity and the third "emerging approach" after the start of the war in Ukraine, where Turkey continues with unilateral assertive realism, but also returns to multidimensional multilateralism, which is largely dependent on Erdoğan's personalized foreign policy .

Turkey is economically and militarily dependent on traditional relations with the USA and NATO, as it maintains defense cooperation with them. It is connected with European countries through trade and foreign investments, and it cooperates with Russia and Iran in matters of energy. On the other hand, Turkey is an important link of stability in the region and the EU, because the flow of the migrant wave depends on it.

With strategic autonomy, Turkey aims for a hierarchical positioning among the non-Western great powers through flexible alliances partly in agreement with the USA, and it skilfully uses the same foreign policy expression to mobilize the domestic electoral base.

Turkey has the status of a middle power and uses various foreign policy strategies and balancing actions with the aim of consolidating the regional status and establishing the domestic base of the AKP with dependence on the West and NATO.
