Abstract

U akademskoj i stručnoj literaturi nedostaje istraživanja o tome kakve strategije lobiranja odnosno zastupanja interesa koriste hrvatske interesne skupine u nastojanjima da ostvare utjecaj na procese kreiranja europskih politika. Stoga se ovim radom pokušao dati doprinos oskudnom korpusu literature u tom području. Iako lobiranje često prati loš glas, ono je u Europskoj uniji dio procesa donošenja odluka, a sve odluke koje se donose na europskoj razini tiču se i Hrvatske. Stoga je važno znati i razumjeti koje tehnike i alate koriste hrvatske interesne skupine pri kreiranju europskih politika. Strategije djelovanja hrvatskih interesnih skupina utvrđene su analizom podataka iz Registra transparentnosti na uzorku od 72 interesne skupine. Prilikom analize podataka korištene su statističke metode te grafičko i tabelarno prikazivanje podataka. U radu su, također, korištene induktivna i deduktivna metoda, metoda analize, metoda sinteze i metoda komparacije te se može zaključiti da hrvatske interesne skupine nemaju jasno definirane ciljeve ni strategije lobiranja niti pružaju dovoljno informacija javnosti o svojim aktivnostima. Stoga se daju preporuke i prijedlozi kako bi se unaprijedilo djelovanje hrvatskih interesnih skupina na području Europske unije. Također se predlaže poboljšati Registar transparentnosti te donijeti zakonodavni okvir kojim će se urediti lobiranje u Hrvatskoj.

Abstract (english)

In the academic and professional literature, there is a lack of research on what kind of lobbying strategies or interest representation are used by Croatian interest groups in their efforts to influence the processes of creating European policies. Therefore, this paper tried to contribute to the scarce body of literature in that area. Although lobbying is often associated with a bad reputation, it is part of the decision-making process in the European Union, and all decisions made at the European level also concern Croatia. Therefore, it is important to know and understand which techniques and tools Croatian interest groups use when creating European policies. Action strategies of Croatian interest groups were determined by analyzing data from the Transparency Register on a sample of 72 interest groups. During the data analysis, statistical methods and graphical and tabular presentation of data were used. The paper also used inductive and deductive methods, analysis methods, synthesis methods and comparison methods, and it can be concluded that Croatian interest groups do not have clearly defined goals or lobbying strategies, nor do they provide enough information to the public about their activities. Therefore, recommendations and suggestions are given to improve the activities of Croatian interest groups in the European Union. Also, there are suggestions for improving the Transparency Register and adopting a legislative framework that will regulate lobbying in Croatia.
