Abstract

Hibridno djelovanje izraz je koji se u suvremenom geopolitičkom i sigurnosno-političkom diskursu često koristi kako bi se opisala djelovanja koja se provode u područjima kriza i nestabilnosti, a u suprotnosti od dosad uvriježenih opisa fizičkih sukoba. Frank Hoffman je razvio koncept hibridnog ratovanja kroz ispitivanje niza različitih koncepata ratovanja, kao što su ratovanje 4. generacije, složeno ratovanje (compound warfare) i neograničeno ratovanje. Razvoj novog globalnog geopolitičkog poretka koji je karakteričan za posthladnoratovsko razdoblje doveo je do pojave i razvitka tog novog dijapazona sukoba, a samim time i do različitih naziva i definicija za te sukobe. Nijanse razlikuju svaku od navedenih definicija, a ono što im je zajedničko jest istovremenost, odnosno, to da je kod svih metoda ratovanja razlika između rata i mira zamagljena, dok jasna razlika između civila i vojnih aktera nestaje. Ta hibridizacija je pak inherentna svim ratovima jer se jedino u planiranju prije dodira sa stvarnom situacijom može očekivati da će se u sukobu zaraćenih strana koristiti samo konvencionalni ili neregularni rat. S povijesnog stajališta, hibridni rat je bio norma, a konvencionalni je rat bio iluzija.

Abstract (english)

Hybrid operation is a term that is often used in contemporary geopolitical and security-political discourse to describe actions that are carried out in areas of crisis and instability, in contrast to the conventional descriptions of physical conflicts. Frank Hoffman developed the concept of hybrid warfare by examining a number of different warfare concepts, such as 4th generation warfare, compound warfare, and unlimited warfare. The development of a new global geopolitical order, which is characteristic of the post-Cold War period, led to the emergence and development of this new range of conflicts, and thus to different names and definitions for these conflicts. Nuances distinguish each of the above definitions, and what they have in common is simultaneity, that is, that with all methods of warfare, the difference between war and peace is blurred, while the clear difference between civilians and military actors disappears. This hybridization is inherent in all wars because only in planning before contact with the real situation can it be expected that only conventional or irregular war will be used in the conflict between the warring parties. From a historical point of view, hybrid warfare was the norm and conventional warfare was an illusion.
