Abstract

U suvremenom konzumerističkom svijetu koji otpad proizvodi brže no ikada, zbrinjavanje otpada postaje jedan od najvećih izazova lokalnih entiteta koji nastoje pronaći podobna rješenja zbrinjavanja istoga. Bulkeley i Watson u jednom takvom procesu pronalaženja rješenja identificiraju četiri suvremena modela gospodarenja otpadom: model odlaganja, model odvraćanja, model ekološke učinkovitosti te model „otpad kao resurs“. U ovom se radu provodi komparativna analiza dvaju hrvatskih gradova svrstanih među deset najboljih gradova po stopi odvojeno prikupljenog otpada, no te se stope značajno razlikuju. Cilj rada je utvrditi postoji li razlika u odabiru mehanizama kojima se politika gospodarenja otpadom implementira, te jesu li mehanizmi koji podrazumijevaju uključivanje građana brojniji kod slučaja koji bilježi veću stopu. Mehanizmi prepoznati analizom dvaju slučaja uspoređeni su s elementima četiriju modela, a rezultati su pokazali kako slučaj koji bilježi veću stopu odvojeno prikupljenog otpada ujedno koristi i više mehanizama koji građane uključuju u svoj modela gospodarenja otpadom.

Abstract (english)

In the modern consumerist world, which produces waste faster than ever, waste disposal becomes one of the biggest challenges for local entities which try to find suitable solutions of its disposal. In one such solution-finding process, Bulkeley and Watson identify four modes of governing municipal waste: the disposal mode, the diversion mode, the eco-efficiency mode and the “waste as resource” mode. In this thesis, a comparative analysis of two Croatian cities ranked among the ten best in separate waste collection rates found that their rates still differ significantly. This work aims to establish whether there is a difference in the selection of mechanisms by which waste management policy is implemented, and whether the mechanisms that include citizens are more prevalent in the case of a higher separate waste rate. The mechanisms identified in the analysis of two cases were compared with the elements of four modes, and the results showed that the case with a higher rate of separately collected waste also uses more mechanisms that include citizens in their waste management model.
