Abstract

Digitalna i klimatska politika dva su ključna izazova s kojima se suočava EU, ali i prilike za stvaranje održive i prosperitetne budućnosti. Strategija dvostruke tranzicije osigurava sveobuhvatan pristup rješavanju ovih izazova, uz korake koje je EU poduzela za postizanje klimatskih ciljeva kroz podršku digitalnoj transformaciji. Daljnja ulaganja u inovacije i obrazovanje te uspostavljanje zakonodavnih okvira koji podržavaju održivi razvoj omogućit će EU da značajno pridonese globalnim naporima za smanjenje emisija stakleničkih plinova i borbu protiv klimatskih promjena. Republika Hrvatska, kao članica EU-a, igra ključnu ulogu u ovom procesu. Međutim, analiza koja pozicionira Hrvatsku u odnosu na ostale države članice pokazuje da Hrvatska i dalje zaostaje u provedbi ovih mjera, a razlozi za to uključuju nezainteresiranost ključnih aktera i nedovoljnu podršku nacionalnih vlasti. Stoga, od iznimne je važnosti istražiti provedbu strategije dvostruke tranzicije u Hrvatskoj, identificirati prepreke i izazove te pronaći načine za njihovo prevladavanje kako bi se postigla uspješna i djelotvorna implementacija ovih politika.

Abstract (english)

Digital and climate policies are two key challenges facing the EU, but they also present opportunities to create a sustainable and prosperous future. The Twin Transition strategy ensures a comprehensive approach to addressing these challenges, with steps the EU has taken to achieve climate goals through supporting digital transformation. Further investments in innovation and education, along with the establishment of legislative frameworks that support sustainable development, will enable the EU to significantly contribute to global efforts to reduce greenhouse gas emissions and combat climate change. The Republic of Croatia, as an EU member state, plays a crucial role in this process. However, an analysis positioning Croatia in relation to other member states shows that Croatia still lags in implementing these measures and reasons for this include the disinterest of key stakeholders and insufficient support from national authorities. Therefore, it is essential to explore the implementation of the Twin Transitions strategy in Croatia, identify obstacles and challenges, and find ways to overcome them to achieve successful and effective implementation of these policies.
