Abstract

Dokumentom Sigurnosna politika Bosne i Hercegovine, ista je definirana sa svim svojim elementima i načinom funkcioniranja. Rad će prikazati strukture sigurnosnih elemenata Bosne i Hercegovine, način vođenja unutarnje i vanjske politike te nastojanja većeg dijela njezina stanovništva prema euroatlantskim integracijama. NATO je najprije intervencijama u Bosni i Hercegovini stvorio uvjete za pregovore i zaključivanje Daytonskog sporazuma, a stvaranjem moderne države otvorila su se pitanja i težnje ka postizanju punopravnog statusa članice Bosne i Hercegovine u NATO-u. Na tom putu značajnu ulogu imaju susjedne zemlje i njihov utjecaj na entitete. Mišljenja se razilaze, te, kada je pristupanje NATO savezu u pitanju, ne dolazi do potrebnog konsenzusa. Zbog nebrojnih nesuglasica, za smirivanje situacije i osiguranje provedbe odrednica Daytonskog sporazuma, kao Ustava BiH, neophodna je intervencija međunarodne zajednice, poglavito kroz Ured visokog predstavnika za Bosnu i Hercegovinu. U zaključku su iznesene prednosti pristupanja Bosne i Hercegovine NATO-u, ali i mane u slučaju zaokreta u vođenju politike. Pored toga, naglasak je stavljen i na razmimoilaženju politike u vođenju države te nužnosti intervencije stranih tijela kako bi se ispoštovale odrednice Ustava.

Abstract (english)

The document Security Policy of Bosnia and Herzegovina defines it with all its elements and way of functioning. The paper will present the structures of the security elements of Bosnia and Herzegovina, the way of conducting internal and external policy and the efforts of a large part of its population towards Euro-Atlantic integration. NATO interventions in Bosnia and Herzegovina first created the conditions for negotiations and the conclusion of the Dayton Agreement. Creation of a modern state opened up questions and aspirations towards achieving full status as a member of Bosnia and Herzegovina in NATO. Neighboring countries and their influence on the entities play a significant role on this path. Opinions differ, and when it comes to joining the NATO alliance, the necessary consensus is not reached. Due to numerous disagreements, the interventions of the international community, mainly through the Office of the High Representative for Bosnia and Herzegovina, it is necessary to calm the situation and ensure the implementation of the provisions of the Dayton Agreement, as well as the Constitution of Bosnia and Herzegovina. In the conclusion, the advantages of Bosnia and Herzegovina's accession to NATO are presented, but also the disadvantages in case of a change in policy. In addition, the emphasis was placed on the divergence of politics in the management of the state and the necessity of intervention by foreign bodies in order to comply with the provisions of the Constitution.
