Sigurnost nasuprot slobodi: odnos sigurnosti i slobode građana u modernim liberalnim demokracijama

Abstract

Cilj rada je zaključiti jesu li ljudi spremni odreći se značajnog dijela vlastite slobode, odnosno privatnosti, kako bi se osjećali sigurnije u demokratskim državama.
Sigurnosne agencije često se koriste retorikom koja bi potaknula građane da uvide ozbiljnost situacije koja je terorizam no statistički podaci pokazuju da terorizam sam po sebi nije tako velika prijetnja kakvom ga sigurnosne agencije često prikazuju. Sigurnosnim agencijama je u interesu prikazati situaciju s terorizmom kao kritičnu i ogromnu prijetnju kako bi povećale svoje ovlasti, financije i doseg.
Građani, međutim, uviđaju kako sveobuhvatan nadzor u koji su bile uključene sigurnosne agencije nije potreban kako bi se spriječio terorizam. Takav sveobuhvatan nadzor čak je neželjen zbog ogromne količine prikupljenih podataka koje treba analizirati što zahtijeva formiranje novih radnih mjesta koja plaćaju porezni obveznici. Taj novac mogao bi biti mnogo bolje utrošen kada bi primjerice bio utrošen na poboljšanje komunikacije između sigurnosnih agencija koje često imaju dijelove slagalice ali ne mogu samostalno vidjeti širu sliku što se pokazalo ključnim nedostatkom kod terorističkih napada.
Zaključak koji se nameće jest da građani nisu spremni žrtvovati svoju slobodu, odnosno privatnost kako bi se osjećali sigurnije jer se u demokratskim državama osjećaju dovoljno sigurno. Posebice je ključan faktor da građani terorizam, s punim pravom, ne doživljavaju kao tako ekstremnu situaciju kakvom ju sigurnosne agencije nastoje prikazati. Iz tog razloga dolazi do velikog otpora po pitanju zadiranja u privatnost građana.

Abstract (english)

The goal of this paper is to conclude if citizens of democratic countries are willing to give up a portion of their privacy or freedom in order to feel safer.
Security agencies often use a rhetoric that would engourage the citizens to see the scope and seriousness of terrorism, but statistical evidence is against those claims, showing that terrorism is not as big of a threat as security agencies try to make it look. It is often in their best interest to make terrorism look as a critical and seriuos threat in order to gain more financial security and increase their powers and their reach.
Meanwhile, citizens have realized that bulk data collection done by security agencies to stop terrorism is unnecessary and impractical. That sor of data collection is unwanted because of the sheer amount of data collected which means someone is going to have to go through the data. That, in turn, means that new workplaces will have to be formed for the people analyzing the data which uses up taxpayer money. That money could be used much more effectively if it was spent on improving communication between security agencies. Different security agencies often have some pieces of the puzzle that needs to be solved to stop a terrorist attack but don't solve it because of lack of cooperation which has proven to be a key factor.
A logical conclusion is that citizens are not willing to give up a portion of their privacy in order to feel safer and protected from a possible terrorist attack. They are already feeling safe enough in democratic countries. What is especially key here is that citizens don't see terrorism as an extreme situation requiring extreme countermeasures even if security agencies try to present them as such. That is why a lot of resistance exists when it comes to privacy.
