Abstract

Privatne vojne i sigurnosne kompanije, kao fenomen, pojavljuju se nakon Hladnoga rata. Od tada je njihova uloga u žarišnim sukobima diljem svijeta sve veća te se postavlja pitanje njihove regulacije. Unatoč naporima međunarodne zajednice za njihovo reguliranje, potrebno je urediti i nacionalna zakonodavstva kako bi se omogućio bolji nadzor, ali i moguće sankcioniranje u slučaju povrede međunarodnog i ljudskog prava. Za potrebe analize uloge nacionalnog zakonodavstva, prikazat će se sukob u Siriji i djelovanje američkih i ruskih privatno vojnih i sigurnosnih kompanije. Svrha rada jesti prikazati zašto je proces nacionalne regulacije manjkav.

Abstract (english)

As a phenomenon, private military and security companies appeared after the Cold War. Since then, their role in focal conflicts has been increasing and the question of their regulation has been raised. Despite the efforts of the international community, it is necessary to regulate national legislation in order to have better supervision and possible punishment in case of violating international and human rights. For the purpose of analysis of the role of national legislation, conflict in Syria and the role of US and Russian private military and security companies will be the focus of this paper. The purpose is to show why is the process of national legislation deficient.
