Abstract

Talijanski izborni sustav po mnogočemu je specifičan, ako se u obzir uzme mandatna premija koja se dodjeljuju najbolje plasiranim stranačkim listama ili činjenica da je od 1993. doživio četiri promjene izbornog zakona. Talijanski izborni zakoni obično dobivaju ime prema političarima koji su ih predložili, pa tako imamo 1) Mattarellum 1993. prema prijedlogu Sergija Mattarelle, 2) Porcellum ili Calderolijev zakon prema Robertu Calderoliju iz 2005. godine, potom neuspješni 3) Italicum nastao deset godina kasnije kao dio Renzi-Boschi paketa ustavnih reformi te 4) Rosatellum iz 2017. godine prema prijedlogu nacrta Ettorea Rosata. Također, posebnost talijanskog izbornog sustava vidi se i u tome što je svaka izborna reforma propisivala različita pravila za Donji dom i Senat, premda talijanski politički sustav njeguje savršeni bikameralizam. Stoga ovaj diplomski rad istražuje koliko su proklamirani ciljevi ovih reformi zaista bili ostvareni te kako su izborne promjene utjecale na oba doma talijanskog parlamenta.

Abstract (english)

Italian electoral system is a case per se if we consider the majority bonus given to the winning party lists or the fact that since 1993 there were four electoral law reforms. Electoral laws in Italy are usually named after politicians who proposed them, therefore we have 1) Mattarellum from 1993, named after Sergio Matarella, 2) Porcellum or Calderoli Law named after Roberto Calderoli from 2005, 3) the unsuccessful Italicum made ten years later as part of the Renzi-Boschi Constitutional Reform and 4) Rosatellum from 2017, proposed by Ettore Rosato. The peculiarity of the Italian electoral system also includes different rules for the Chamber of Deputies and the Senate in electoral reforms, even though the Italian parliament is a symmetrical bicameral one. Therefore, the aim of this master’s thesis is to analyze proclaimed goals of these reforms to see whether they were achieved or not and how they affected both chambers of the parliament.
