Abstract

Rad prikazuje odnos Visokog predstavnika i HDZ-a BiH oko teme izbornih reforme u Federaciji BiH u razdoblju od 2000. do 2022. godine. Cilj istraživanja je popuniti nedovoljno istraženo područje izbornih reformi u BiH te započeti istraživanja odnosa političkih stranaka i Visokog predstavnika u BiH. Kvalitativnom metodom i metodom analize službenih dokumenta korištenih u radu, nastoji se odgovoriti na postavljeno istraživačko pitanje. Rezultati istraživanja pokazuju da se glavne teme razgovora HDZ-a BiH i Visokog predstavnika odnose na Dom naroda Federacije BiH, grad Mostar i predsjedništvo Federacije BiH. Sam odnos dvaju aktera je vrlo dinamičan te se u određenim razdobljima pokazuje narušenim, dok u se u drugim kreće u pozitivnom smjeru suradnje. Doprinos rada je u činjenici prikaza neprikazanog dugogodišnjeg odnosa dvaju aktera na području Federacije BiH oko izbornih reformi te u postavljanju podloge za buduća istraživanja i definiranja teorijske o ovoj temi.

Abstract (english)

The paper presents the relationship between the High Representative and the Croatian Democratic Union (HDZ) of Bosnia and Herzegovina regarding the topic of electoral reforms in the Federation of Bosnia and Herzegovina from 2000 to 2022. The aim of the study is to fill in the insufficiently researched area of electoral reforms in Bosnia and Herzegovina and to begin research into the relationship between political parties and the High Representative in Bosnia and Herzegovina. The qualitative method and the method of analysis of official documents used in the work, attempt to answer the research question. The results of this paper show that the main topics of conversation between HDZ of Bosnia and Herzegovina and the High Representative relate to the House of Peoples of the Federation of Bosnia and Herzegovina, the city of Mostar and the presidency of the Federation of Bosnia and Herzegovina. The relationship between the two actors is very dynamic and in certain periods it appears to be damaged, while in others it moves in a positive direction of cooperation. The contribution of this paper lies in the fact of presenting the unexplored long-term relationship between two actors in the territory of the Federation of Bosnia and Herzegovina regarding electoral reforms and in laying the groundwork for future research and theoretical definitions on this topic.
