Abstract

S obzirom na ograničene resurse, sve više gradova i općina odlučuje se za suradnju u gospodarenju otpadom kako bi se postigla ekonomičnost, učinkovitost i smanjio negativan utjecaj na okoliš. Međuopćinska suradnja podrazumijeva zajedničko pružanje javnih usluga između lokalnih jedinica, a ciljevi ovakve suradnje jesu stjecanje obostrane koristi, kao i učinkovitije pružanje usluga građanima. Analizom međuopćinske suradnje u politici gospodarenja otpadom na primjeru komunalnog poduzeća Pula Herculanea d.o.o. rad nastoji utvrditi poveznicu između dimenzija i alata suradnje lokalnih jedinica te istražiti njihov utjecaj na politiku gospodarenja otpadom zadanog područja. Rezultati pokazuju kako je suradnja lokalnih vlasti u gospodarenju otpadom u Hrvatskoj bitna za postizanje održive budućnosti i zaštitu okoliša, a lokalnim jedinicama donosi određene benefite.

Abstract (english)

Given the limited resources, more and more cities and municipalities decide to cooperate in waste management in order to achieve cost-effectiveness, efficiency and reduce the negative impact on the environment. Inter-municipal cooperation implies the joint provision of public services between local units, and the goals of such cooperation are the acquisition of mutual benefits, as well as more efficient provision of services to citizens. Unfolding practices of inter-municipal cooperation in waste management policy on the example of the utility company Pula Herculanea d.o.o. the paper tries to determine the link between the dimensions and tools of cooperation of local units and investigate their influence on the waste management policy of the given area. The results show that the cooperation of local authorities in waste management in Croatia is essential for achieving a sustainable future and environmental protection, and brings certain benefits to local units.
