Abstract

Ovaj rad razmatra proble velikog broja propalih glasova u razmjernim izbornim sustavima. Polazim od teze da veći broj glasova koji ne ostvare svoje pravo na političkog predstavnika ozbiljno narušava logiku i smisao razmjernih izbornih sustava, a to je što šira politička predstavljenost birača. Razmotreni su uobičajeni i ne tako poznati modeli koji pokušavaju riješiti spomenuti problem. Najidealniji sustav nije pronađen. Također, detaljnije se ulazilo u hrvatski izborni zakon i parlamentarne izbore od 2000. do danas, kako bi što jasnije razumjelo kako dolazi do propadanja glasova, odnosno koji su njegovi glavni uzročnici. Na kraju, predlažem vlastiti, inovativni, model koji, barem u teoriji, omogućava smanjenje broja propalih glasova bez stvaranja fragmentiranog i nestabilnog političkog sustava.

Abstract (english)

This paper considers the problem of wasted votes in proportional representation systems. The main thesis is that a high number of votes that do not get represented seriously undermines the logic of proportional representation systems, which is a wide representation of voters. I considered the usual and not so common models that are trying to fix this problem. The ideal solution was not found. Also, I studied the Croatian electoral law and the parliamentary elections from 2000. till now in detail. The main purpose was to understand how wasted votes occur and what are they main causes. In the end, I suggest my own, innovative, model that, at least in theory, reduces the number of wasted votes without creating a fragmented and unstable political system.
